Lack of Mail Cancellation by Small Agencies

"Being in a position in which I regularly receive large numbers of (non-philatelic) letters from the small out-villages of the B.W.I, islands and British Honduras, it is a constant source of disappointment to me that the small postal agencies simply do not even bother to cancel mail. It would seem that this onerous task is left to the larger Post Offices or the G.P.O. and it is therefore no wonder that their postmarks remain scarce. During the past two years I have received something over a hundred letters from small agencies in British Honduras and in not one single instance has the cover borne an agency TRD. All the postmarks are Belize, Corozal, Orange Walk etc. I would be glad if any member can explain why this state of affairs persists."
